A Roadmap for the national raw milk control program in Ukraine

The design and development of a roadmap marks an important milestone for the national raw milk control program in the Ukraine. SAFOSO was proud to lead this multi-lateral partnership effort under the framework of the “Higher Value Added Trade from the Organic and Dairy Sector in Ukraine.” The road map describes the upscaling process of the control program from four pilot oblasts to the national level in the Ukraine. The overall vision is that of a fully running control program on raw milk that contributes to the health and wellbeing of the Ukrainian population, that guarantees a higher product quality and a stronger dairy sector, and that can inspire sustainable trade and job creation.

This Swiss-Ukrainian Program is financed by the Swiss State Secretariat for Economic Affairs (SECO) and executed by the Research Institute of Organic Agriculture (FiBL, Switzerland)/SAFOSO consortium. SAFOSO is leading the dairy part of the program while FiBL is leading the organic part of the program.

The roadmap is built upon two vision points describing the desired situation in the future. The first end point is the end of 2022, that corresponds to the termination of the implementation phase of the SECO Program, and the second end point is the end of 2024 which is a reasonable timeframe to evaluate the progress of the control program. The roadmap describes a clear workplan with tasks, milestones and responsibilities to reach the first and second vision points, hence reaching the overall vision agreed with the keystake holders.

The contribution of all different stakeholders is key to the achievement of this vision. Hence, representatives of the Ministry for Development of Economy, Trade and Agriculture of Ukraine, the State Service of Ukraine for Food Safety and Consumer Protection (SSUFSCP), oblast state inspectors, testing laboratories, milk sampling delegates, milk producers and processors formed a technical core group for technical discussions and met in two consultancy workshops for the design and definition of the roadmap. This process was facilitated by the expert moderator Marc Gramberger, from Prospex, a company associated to SAFOSO.

The roadmap is a user-friendly tool that consists of several modules (i.e. laboratory, legislative framework, dairy module, SSFSCP related tasks, private association related tasks etc.) with key actions in each module to achieve the two vision points. The connection between modules over time is a key component of the roadmap to achieve the overall vision. The figure 1 below shows the main components of the roadmap (left side) and Figure 2, as an example, represents a section of the Laboratory component with specific tasks (B1-B6) to be implemented in 2021. The tasks for the laboratory component are a prerequisite for further tasks planned in 2022.

The development of the roadmap marks a major achievement in this long-term capacity development project, and SAFOSO is pleased to be part of the team supporting the development of the dairy sector in the Ukraine.
